i7-4790k currenty at 4.6 but i want to push further
msi mpower z97
16gb ddr3
evga 980 Ti ACX SC+ ACX 2.0+ (overclocked to 1400/7800)
corsair h110 currently but planning full loop with d5 pump and a total max 10-12 120 or 140 fans
no optical drive
single ssd

What kind of power do i need for this whole setup with possible room to grow.

Is a 1000w psu overkill? if so what size psu should i be looking into?

if not whats recommended, best price/value/performance of these? Id like to stay $150ish but will spend up to $200

The psu you need is almost entirely determined by the power draw of your graphics cards.
A typical GTX980ti needs only about 300w by itself.
Anything like 550w should be plenty for a single card. Add 300w for a second.

I have no problem overprovisioning a PSU a bit. Say 20%.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

If you are at 4.6, you scored a good chip.
Your oc limit is not what the cooler can do, but what vcore you are willing to tolerate.
If you are running over vcore of 1.30, you are not good for 24/7 safe operation.
And no amount of better cooling will change that.

Stress test with occt. It will shut down the test at 85c. which is safe. Occt uses more normal instructions unlike prime95.
If you can increase your multiplier and still stay at 1.30, that is where I would stop.
Remember, it is rare for all 4 cores to be used continuously to the max in apps, particularly games.
