Two 12v rails vs one 12v rail - what's the difference?

Are there differences between 2x12v and 1x12v?
If so - is it in efficiency, stability, etc?
My current gpu is ASUS strix 960 (if you need to know).

Most PSUs with multiple 12V outputs internally have only one 12V transformer winding and sometimes only one 12V output rectifier with multiple over-current protections circuits on the outputs so the PSU can detect smaller shorts or over-currents on individual "rails" which are current-limited to a fraction of the maximum total 12V output.

On high-powered PSUs with high-powered 12V outputs, you have the possibility that shorts on a 12V wire may go undetected and cause the PSU to smoke that wire without skipping a beat.
