Most PSUs with multiple 12V outputs internally have only one 12V transformer winding and sometimes only one 12V output rectifier with multiple over-current protections circuits on the outputs so the PSU can detect smaller shorts or over-currents on individual "rails" which are current-limited to a fraction of the maximum total 12V output.
On high-powered PSUs with high-powered 12V outputs, you have the possibility that shorts on a 12V wire may go undetected and cause the PSU to smoke that wire without skipping a beat.
