USB ports give off no power

My laptop's USB ports only work with devices that have their own power supply or are plugged into an outlet. Non-powered devices like mice, keyboards, flash drives, etc don't work. I have a Lenovo ThinkPad Yoga running Windows 8.1 64-bit. What can I do to fix this?

try shutting down, removing power & the battery, and holding in the power button for a minute. Reboot and see if that reset the power breaker for the usb ports though sometimes you need to leave it unpowered overnight.
