Noisy optical (DVD) drive... can it be fixed with a driver?

I have an HTPC that has a DVD drive in it that i use as a DVD player. Problem is, the darned drive wants to spin up really fast, read a bunch of data, buffer it, then spin down. When the buffer is empty, it spins up again and the cycle starts all over. Very annoying when watching a movie. So, question is, is there a software or driver setting that can tell it to read the data "just in time", meaning no fast read / buffering?
 
Solution
Easiest way is a new drive. They're cheap.
I doubt if there is some software setting for this. You might look for a new driver for that particular model, but I wouldn't hold out a whole lot of hope.

Just so we're all on the same page, this is a NEW and CHEAP drive. I just need to "tell" the drive not to pull so much data off the DVD disk at one time. This very well could be a function of Windows Media Center too. Bottom line, my question is with respect to a software fix (driver or 3rd party tool). I'm not interested in replacing the drive unless i can determine a spec or something that allows me some level of assurance that any new drive i buy won't have the same issue.

I have a very similar LITE-ON, and it doesn't do that. Not that I've noticed, anyway.

Does it do it with every disk? Some are actually noisier than others. Very, very, very slightly off balance, and as it spins up, makes more noise.
