Black Screen After Changing Locale System

I have windows 8 so I can't enter safe mode. All I get to see is the acer logo followed by a black screen. I don't know what to do?

Hi you should still be able to get into safe mode have you tried tapping f8 when you start your laptop or computer up just before it is suppose to into windows does any coded come up at all the more you can give on info the better

Nope I tried a bunch of times and shift and f8. All I see is the logo and spinning dots. Then the black screen with no text.

Edit: I'm just going to boot windows via a cd and restore the laptop back to a previous state.
