R9 280 vs R9 280X Overclocking

I'm building a computer for a friend who wants to overclock heavily. I've heard things about the X versions of R9 cards being less overclock-able than the non-X versions, however considering both versions of the 280 are being sold for roughly the same price on Newegg (I want a Sapphire Vapor-X card), I can basically choose either one. I know that the X version has better hardware, but would it limit overclocking potential?

An OC'd 280 will (almost) always be slower than a stock 280x.

The R9 cards are pushed pretty hard out of the box, so don't expect much of an OC.

If they are almost the same price, obviously get the 280x.
