Solution
Hey there again,

You can use these tutorials from the Win8 forums to walk you through the steps and provide you with more details about those services:
http://www.eightforums.com/tutorials/12411-services-start-stop-disable-windows-8-a.html
http://www.eightforums.com/tutorials/9413-services-restore-default-services-windows-8-a.html

As for your HDD manufacturer's diagnostic tool, if you cannot find it on their website, you can refer to this thread from the TH community with some third-party suggestions: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

Let me know how it goes! :)

Hey there, SpaceManCharles!

I'd suggest you to try to resolve the issue by disabling some Windows Services, it might help you resolve that HDD activity.
Here's what you need to do:
press Windows+R > write services.msc > Disable
1-Super fetch
2-Windows Search
3-Background Intelligent Transfer Service

If the issue is still present after disabling these and a reboot, I'd strongly recommend you to back up the data stored on it and use your HDD manufacturer's diagnostic tool to check up on the hard drive's health and SMART status. You should be able to find such a utility on their website.

Good luck! Hope this helps you! :)

This seems very unfortunate! :( I'd strongly recommend you running a full anti-virus/malware scan (preferably in Safe Mode).
Make sure you don't have any other programs running that could be using a lot of the CPU as well.
If the scans don't resolve anything, it's probably best to back up all your data from the computer and re-install Windows altogether as a last resort.

Keep me posted though!

Hey there again, SpaceManCharles!

As I mentioned previously, it's probably best to back up your files and data on an external or some other storage device/computer and re-install from scratch Windows 8.1 on your PC. Here's a 'How-to' article from MS you could use: http://windows.microsoft.com/en-us/windows-8/clean-install
This is the recommended thing to do and it will help you determine whether the source of the issue is a hardware or a software one.

Good luck! Hope I was helpful! :)

hey i upgraded to windows 10 and system restored my system and cpu and disk is going up my disk goes up in steam when i start a download and cpu still goes up when i start games do i need to buy a better hard drive ?

Hey there again, Charles!

Please perform some diagnostic tests on your HDD, this would be the only way to determine whether or not there's something wrong with its health or SMART data. Use the links I provided you with above or check the HDD's manufacturer website for such a software.

Not really. Have you tried running "Check Disk" as well?
I'd recommend you to do that and see if it will improve the usage. Open My computer/This PC, then right-click on the HDD in question and select 'Properties' > Open the Tools tab and click Check under Error checking
Refer to this tutorial for picture guidelines: http://www.eightforums.com/tutorials/6221-chkdsk-check-drive-errors-windows-8-a.html

Keep me posted with the troubleshooting!
