EU or US Version of CM Hyper 212 Evo for i7 4790k?

Hi, while researching fans for my new build (i7 4790k, z97p-d3, 16gb ram, r7 260x if it's useful for anything), I came across the hyper 212 evo, and based on the high price to performance ratio, I decided it was the cooler I was after. Later I found that another variant of the evo is offered in the U.S. (I'm in the UK), with a faster but louder fan, and shipping looks difficult. Which one should i chose based on my build specs?

If you plan to overclock that i7-4790k, then yes the stock cooler isnt enough. It's fine for the CPU at stock, but pushing it beyond that makes the cooler kind of loud and work really hard.

Hi, the price appears to be about the same between the U.S. And EU versions (including postage) for some reason, but is it necessary for a more powerful cooler for a stock clock i7 4790k? Btw is there any difference between the 212 evo and the 212x evo?
