So I have around 200-230$ and looking to upgrade my GPU. Here's my current build:

Board: Gigabyte H61M-S2P (Rev. B3)
CPU: Intel Core i3 2100 @ 3.1GHz
RAM: 8GB DDR3
GPU: Nvidia GeForce 210 (Toaster)
PSU: Not so sure but at the back of it, it says "AC220V~"

Games I'm looking to get good performance at:

1. CS:GO
2. TF2
3. Dragon Ball XenoVerse
4. Sonic Generations
5. Devil May Cry 4 Special Edition
6. Rocket League

There are probably more games but these are the ones I'm playing these days.

Looking to get Max FPS possible at low-med settings @ 1024x768 Resolution (Yes I know my monitor is so old but I'm good with it)

My current money is 200-230$. Looking to get the BEST GPU for this build without bottlenecking.

Nvidia cards only! Not interested in ATI ones.

For that res I would have said r9 270/370 but as you're not interested in amd its a 750ti or gtx 960 (unless you can grab a 760 cheap)

The 960 is absolute overkill for that res ,the 750ti will do the job but personally I don't think its great value.

Your i3 won't bottleck ,I ran one with a 280x & it performed excellently.

But what about the PSU? I honestly don't know anything about PSU (e.g. how many watts and that stuff) but do you know what AC220V~ means?

I took the case side off. all I found on the PSU was a bunch of warnings. It had no model numbers or anything. The reason is probably because I got this case in 2005. the PSU was shipped with the case.

Well then I should forget about my PSU. Do you have any good PSU recommendations?

If the PSU came with the case, then the case documentation may indicate which PSU it is. If you know the case model, you can share that with us. I'm surprised the PSU didn't at least list some sort of minimum specs somewhere, though (wattage, amps, etc.).

Barring that...if you don't replace the PSU, then I would strongly suggest a lower-power GPU. The GTX 750Ti would be a good choice -- non-OC'd versions don't require separate PCIe power connectors, so they can usually work even on lower-end PSUs. Beyond that, though, I would strongly recommend considering AMD cards as well, especially if you end up replacing the PSU. Tom's Hardware has a number AMD cards that are recommended because they provide similar or superior performance to similary-priced nVidia cards:
