GPU or PSU problem

i have a 280x card and i5 3470 cpu and iris psu 600watt its an unknown brand but it ran the card
the problem is my gpu overheating i want to know what is the cause of overheating the psu has +12v1 18A , +12 v2 20A , +3.3 v 30A , +5 32 A i want to know is the overheating from the psu or the gpu? pease help !

Without being there to test it, I cannot promise anything...but based on specs, I am 99.9% sure it is the PSU.

Your +12V Rail is DEFINITELY TOO LOW for any good GPU and the wattage rating does not meet recommended ratings.
The issue is with your PSU. First the wattage is a bit low from what they recommend for the R9 280X card, but aside from that you don't have nearly enough AMPs on the +12V rail.

I would get a 750W+ PSU from one of the PSU's on the Tier 1 category of this list: http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

Note: Generally a 600W PSU would work in that setup, but not with a low quality one...
