PC boots perfectly fine, but cannot access BIOS

I've had this PC for about 6 months but in this entire time I've never been able to access the BIOS for some reason. The motherboard is an Asus Z87-A. The splash screen tells me to use either delete or F2 but neither will work. I have tried holding one down, both down, spamming one, spamming both you name it. Nothing I try will get the BIOS up. I should note, this computer works perfectly fine except for this issue. It boots into Windows 7 with no issues.

Hi

If you do not have a ps/2 keyboard port then a USB to ps/2 adapter may not work

First try different USB ports especially USB 2 not USB 3
Then borrow a different type of USB keyboard to see if that works

Finally with the Hard disk sata cable disconnected it is likely to stop with a no boot device message and say what key to press to get into bios/ uefi
