Screen is not smooth.

I just bought a new PC with the following specs
CPU: i5 4690k
GPU: MSI's GTX 980ti
16GB 1866MHz RAM.

This PC should run BF4 like it's nothing but still i clearly have less than optimal performance when i'm "outside" on maps, the game's included FPS counter says that i have around 170FPS, and i've never seen it drop below 100, but it looks like it's running at 30-45, on Rogue Transmission, if i'm outside it looks like 40 and when i go under the radar dish/telescope dish it looks like 60, what is happening? also i don't know what clockspeed i'm at because i have no idea what "Afterburner" is telling me. In other games it also says that i have around 100 FPS which i expect from a 700$ GPU, but i doesn't look like it. I doubt it's my screen because my brother who has a considerably worse PC than i do but have the same "tier" of screen that i have has a more smoother "animation"

The game's animations are 60 fps and kinda smooth, but my mouse movements are not, this is the big problem.

How can i accurately check clockspeed on my GPU?

Can mouse acceleration be the difference in some games?
 
What monitor do you have? If your monitor can't handle the high refresh rate, frames are going to be dropped and seem slower. Doesn't matter if the GPU can put out 10534535fps, if the monitor is only set to 30 or can only go up to 60, that's all it can show. In those cases, if you can always exceed the max rate, then you may want to try enabling vsync.

MSI afterburner is known for issues with the battlefield multiplayer , more so with Punkbuster but i would not jump to any conclusions with MSI AB and RTSS running while benchmarking BF4. You could use the in game console command to see your framerate and FCAT to record results.

Aside from that would you say there is lots of microstutter or noticeable lag in general or just certain areas of the map dip ?

I know that the screen only outputs the supported amount of FPS, and i have a 60Hz screen and i usually play with vsync because sometimes you get tearing if you don't.

I'm using the ingame framerate counter, and i think a small part of the issue is that i have no idea how to see what my max clockspeed is so i don't know if i'm running at stock, gaming or OC mode.

There are certain parts of the map that dip, but i'm feeling this in almost every big game, GTA 5 for an example, when i have 70-80 FPS it's kinda like 50 FPS but when i get down to 50-60 fps (this happens very rarely though) it gets smoother.

And i sometimes get horrible lag in the GTA 5 menu but i don't really care.
