System won't start

Here is a video of what is happening. I have a gigabyte h97m-d3h mobo with a i5-4590 cpu. I've tried to start it up with a different psu, without the gpu or ram installed. Also tried to reset the cmos. Anyone have any ideas of what is going on?

What wattage are you using? are all connections fully in? Did it work previously?

It's 650w I connected all the connectors also tried using another psu from my old pc. It's a 650w as well

Did you plug the ATx12v cpu fan and 24 pin in?

I did. I tried one dimm at a time as well. I starting to think the mobo just doesn't work. Found a thread a similar problem a different model of gigabyte. This person had to use the warranty.
