GTX 970 4k Monitor high idle clock

When using my 4k Monitor my GPU clock shoots up to 1100 plus all the way up to 1400 sometimes when booting a web browser or steam. I've tested this with two different GTX 970 with Drivers updated. Same results one has higher clocks because it came at a higher factory overclock. My best guess is Nvidia hasn't paid much attention to drivers when concerning 4k displays. The cons of using cutting edge technology I guess. Any idea's how to fix the idle clock spikes. I could flashes the BIOS and GPU BIOS though I know very little about GPU BIOS.

Are you using SLI?
Are you using G-Sync?
Do you have a multi-monitor setup?

One thing you can try is using GPU-Z to lock your GPU to P5/P8 power states, however be warned - that may cause a TDR or even a full system hang requiring a hard reset.
