Brand New System and loaded 8.1 64 Bit Issues

I had a devil of a time with this 2nd build but after trial and error, I had finally gotten everything to work properly to load in the OS.

Specs - AMD FX 9590, Corsair RM1000 PSU, MSI R9 390 8G GPU, 8 Gigs Ripjaws RAM, H100i water cooling, 1 Blue Cav WD HD in a Coolermaster Haf X with all fans.

The problem is when I installed Win 8, it basically wants to run as if it is in a quasi-safe mode. I have internet capability...but if I try using Fire Fox, it does not work because it's bogged down by error codes with certificate issues --- equally --- I can't really access websites using IE because I can't change to different web pages without being asked and clicking pop ups because of certificate issues.

My Crosshair Z-Forumla drive disk and MSI 390 disk downloaded... but it doesn't seem to have done anything but put the applications in. Its acting like its almost there but everything is un-usable because of the questionable internet capability. I do believe this is one of the reasons why my windows 8 interface is stuck on default graphics ( As if its in safe mode with big icons and poor resolution).

Now when I was troubleshooting this build I did have to perform the CMOS batter removal trick because of Code 50, Code 66, and D7 stop issues before the system finally stabilized.


The MSI R9 390 seems to be on, the fans are running.

There is nothing on this system yet as its a clean slate --- should I just re-install windows and see if the OS un #@$@$@#$'s it self?

Advice please --- it was hell just getting to this final stage.
 
Solution
It's used to protect the system from unauthorized access and malware during POST.

Secure Boot prevents unauthorized firmware, operating system, or UEFI drivers from running during boot time.
