You DO NOT need a 990FX motherboard to overclock.
You DO need a 990FX motherboard for crossfire or SLI.

Gigabyte GA-970A-UD3P will work beautifully for overclocking an FX 8 core CPU.
8+2 phase power
Good chipset and VRM cooling
LLC for CPU overclocking
ALL the voltage and speed tweaks needed
Can save multiple profile presets

990FX chipsets support more PCIe Lanes than a 970 chipset. That's why you will want one...so you can run dual GPUs in x16 / x16 or 3-4 in x8 / x8 / x8

If you actually need a 990FX board, the Gigabyte GA-990FXA-UD3 Wisecracker mentioned is a great budget option, with ASUS Sabertooth 990FX being my personal favorite.

I have used ALL of the motherboards mentioned above.

There is no good Intel alternative in this price range. All good quality overclockable Intel CPUs + Motherboard combos will be more expensive.
