You DO need a 990FX motherboard for crossfire or SLI.

Gigabyte GA-970A-UD3P will work beautifully for overclocking an FX 8 core CPU.

If you actually need a 990FX board, the Gigabyte GA-990FXA-UD3 Wisecracker mentioned is a great budget option, with ASUS Sabertooth 990FX being my personal favorite.

There is no good Intel alternative in this price range. All good quality overclockable Intel CPUs + Motherboard combos will be more expensive.
