Starting up win7 has a short amount of lag before I can open network/internet based apps

Starting up my computer works fine, except for this one kink, it lags for a bit with most network related stuff (Chrome, Steam, etc), and they refuse to open for a couple minutes. Chrome even starts booting, then closes down (the taskbar shows a window starting to pop up, then closes again, but the process is still running in task manager).

The network icon also shows the "identifying network" symbol, even though my modem's always turned on long before I startup my PC (my mom plugs it in every morning). It's a fairly new PC, and it's been fine for a while, nothing major's happened that I can pinpoint as the culprit, and I don't see anything unusual in my Task Manager whenever I startup, except for Chrome staying at ~2100 kilobytes of memory usage (even with multiple instances, they all get stuck at ~2100kb).

DHCP should respond, but I'm thinking that the database is possibly being seen as corrupt after being powered off, and when the pc asks for the IP, it has to resolve the issues with what it has in the database. It's just a guess on my part, but it seems logical. What happens if you leave the modem on? Turn your system off, and back on and see if it has the delay.

I'm using a LAN connection, and yes iirc the modem uses DHCP, but it used to work fine a couple days ago, now it's this. My PC starts up from boot to desktop in less than a minute, so I used to have my usual Chrome tabs open (fb, twitter, manga sites, reddit, checking notifs and whatnot) immediately after logging in, now I'm forced to wait a couple minutes.

I tried using a static IP, just now, didn't work.

I also restarted the modem, with a ping command in cmd waiting for when I get a connection, and nothing's broken there, I get a ping as soon as it finishes powering up.

edit: I misread the last comment. The modem is already on when I power up my pc every morning, and restarting the modem does not give a delay if the pc is already turned on. If I restart them at the same time, the pc boots first, and I still get a delay.

If the problem was due to my connection, shouldn't Chrome still start up, and just be unable to connect to any pages? Same with Steam, etc.
