[HTPC Build Help] CPU fan not spinning up; nothing on monitor

My system:
CPU: Intel Core i3-4160 3.6GHz Dual-Core Processor
MB: ASRock Z97M-ITX/AC Mini ITX LGA1150 Motherboard
RAM: G.Skill Sniper 8GB (2 x 4GB) DDR3-1333 Memory
HDD: Crucial BX100 120GB 2.5" Solid State Drive
GPU: MSI Radeon HD 5450 1GB Video Card
CASE: Fractal Design Node 304 Mini ITX Tower Case
PSU: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply

Issue:
Got everything put together and attempted to fire it up for the first time. Case fans come on but nothing else does. CPU fan does not spin up. No beeping sounds (but this board doesn't seem to have a speaker so...?).

What I've Tried:
1.) Double, triple, quadruple checked to make sure 4-pin CPU power connector is in. Had an 8 pin from the PSU that I split and made sure it was aligned properly.

2.) Verified stand offs were where they were supposed to be.

3.) Attempted to use GPU and onboard video connections. No dice.

4.) Cleared CMOS using jumper.

5.) Verified plastic CPU guard was off and that CPU was installed correctly; no bent pins.

6.) Hooked up an ancient AMD fan to the CPU FAN 4-pin connector, but not sure if that would work regardless? I was trying to see if it was the mobo or the HSF.

Help:
I'm getting that dreadful feeling that the board may be DOA but this was a small form factor build and I am loathe to have to pull everything out of my itty bitty case. Would love to see if there is something I'm missing before I go through all that trouble. As usual, thanks so much TH team!!!

So, I am kind of a big giant dummy. I ripped the whole thing apart in preparation for an RMA and then, for whatever reason, I decided to put it all back together. Discovered the issue was that my main 24pin connector wasn't seating properly because of one of the RAM modules. All is well now....

Except that now it won't acknowledge that I have a video card in it. I've tried downloading the updated drivers from MSI, looked around for anything relating to the MB itself, and no dice. I've doublechecked that the card is seated properly. My Windows 8 is currently updating but I plan on making sure my BIOS is set to work with the PCI-E next.

Any thoughts on what else I could try? Thanks!
