Is asking how to create an ISO file of windows 7 as a reinstallation disk or usb drive illegal?

It should be legal. Most new pcs have the product key flashed into the bios and you could procure an iso for that version of windows from anywhere and when you install windows should automatically read the product key. This works to clean install windows to remove bloat ware when you bought the system.

don't know about legality, but I simply made a 3.5 gig partition on my hard drive and transferred my
install cd files there. that's only good as long as you can get to desktop of course. cuts install time
by more than 50%.

Used to be absolutely free to download the ISO. Useless without the license key.
Now, you just have to provide a valid retail Win 7 license first, then you can download the ISO.
