GTA IV FPS drop

I have GTX 960 2 GB ASUS card and Core i5 4440 3.1 GHz,8 GB RAM.I know that GTA IV has a really bad port.I get sudden fps drops while playing gta 4 like every 2-3 mins at Ultra settings(very high).When fps drops i get like 40-45 fps.Is there a way through which i can get more FPS on Win 7 Home basic..
Other games run smoothly at ultra in Full HD.

The only thing I've discovered recently is that using my XBOX 360 controller screws up the frame rate. Also, using VSYNC is all screwed up (can get above 60FPS then regardless of setting if I enable VSYNC it locks to 52FPS).

Benchmark crashes regardless and I've validated the files in Steam.

After three computers I've just given up though if no controller and no VSYNC is okay for you that might be fine.

I have already off VSync.When i do benchmarks the result i get is 65 AVG FPS.But when i play it sometimes its 80 FPS and suddenly for 10-12 second it goes down to 40-45 fps..
