Not sure if Intel HD 4600 is underclocked

So my 7850 2GB fried about 3 weeks ago and I'm using the integrated 4600hd for a few months until I can afford a Fury X.

It's a pretty crappy card, but I have seen people overclocking them and getting pretty nice performance boosts. So I've opened the Intel Extreme Tuning Utility and whenever I try to change a GPU setting, the pc freezes and reboots.

I can't even change Processor Graphics Static Voltage mode from adaptive to static, nor I can turn off Processor Integrated VR Faults/Processor Integrated VR Efficiency Mode which I know may block me from upping the ratio limit to at least 1400mhz.

Now the weird thing is that the processor is set as 0.900v and when I hover the default setting is 0.999V, the active one being 0.900 and the proposed one 0.900v. Is this normal or should it be by default at 0.999V? Could I risk frying my i5 4670k by doing this?
