Why low perfomance with a gtx 960 ?

People told me that an i3 3220 can handle a gtx960, but im having a huge bottleneck in all games, my gpu usage doesnt pass the 65%.

Intel core i3 3220 3.3GHz
Crucial ballistix sport 4GB ram
Asus Turbo gtx 960 2gb ddr5
Mobo:Asus P8H61-MLX3 PLUS R 2.0
Psu: cosair vs550

People here tend to recommend far too weak CPUs (and funnily far too powerful PSUs) and when you tell em that you will be attacked...
A dual core to play modern games is just very bad advice. Whoever told you that should be ashamed.
Get a true i5 4-core CPU, like a i5-3570, (but watch out, some others are named i5, but only have 2 cores).
Also 4 GB of RAM is just too close to the absolute minimum. Get 8 GB.

You'll need to provide the games you're playing since some games are more demanding than others also the GTX 900 series handles things differently than previous generations. If you perform a search around the web you'll notice plenty of threads of low GPU utilization with various CPU's but the one thing that stays consistent is the GTX 900 card being the GPU for most.
