Hello, I own a PC with a *crappy* asus ipibl-la motherboard, a random 450w liteon power supply that apparently has 80+ bronze but its quite an old psu, a Q6600, 4 gb ddr2 ram and a 9500 gs. I am looking for a budget-friendly graphics card that wont overkill. My friend is offering me his old HD5850 but I'm afraid my PSU wont power it and it doesn't support DX12. I don't want to run everything on ultra, I just want to be able to play some games like LoL on ultra with locked 60 FPS.

You're wanting several different and probably incompatible things.

You want DX12.
You want a budget friendly GPU.
You want relatively low power usage.

A GTX 750ti is moderately inexpensive ($115), very low power (60w TDP), but it doesn't support DX12. Only the newer cards support that. You'll have to compromise somewhere. Some of the lower Radeons like the 260x will support the full DX12, but they require a bit more PSU as they have a 6pin PEG connector and a higher wattage rating.

The GTX 750 Ti is an excellent choice because of it's recent reduction in price.

However if i were you the GTX 950 is right around the corner and i would get that.

I still think he needs to look at a full new build and not an upgrade to meet his goals

I certainly agree, but it's like telling someone that they have to put down the family dog and buy a new puppy. It's better to have them come to that realization on their own... lol.

I don't have the money for that, I am 17 and I just need something to keep me busy in my free time and that is playing LoL but it'd be much more comfortable to play it without random fps drops and on lowest settings

Well, I'm not looking for a graphics card that will turn my PC into a beast, I just need something to do some lightweight gaming and run games like GTA V without the annoying fps drops (yes, I play GTA V on this rig and it's not terrible).

Keep playing, Mafionzo! And have fun.

Create a fund. Whatever money you make, discipline yourself to put 10 percent (or whatever percent) away. Seriously, man, it adds up. If someone gives you some cash for a birthday or for Christmas, then put as much of it away in you "New PC Fund." Before you know it, a new rig will be within reach!
