Display Quality goes down when TV turns off

I have an ATI Radeon 4550 GPU in my PC with the latest drivers installed for my OS (Windows 7 Ultimate). I use the HDMI connection to display video and audio into my 24in. Sanyo HDTV. When I first boot, the picture looks crisp and sharp with no problems. My issue is when I turn the moniter off, then back on, the signal degrades a lot. Windows says I'm at the same resolution, but the image is blurry and grainy. The only solution I have found to is is to restart my PC. What should I do to make this stop happening?

Hello, I tried this, but not only did it not work, it cleared all of my settings. I have found that unplugging and re-plugging the HDMI cable fixes the issue. It's still tedious, but a lot faster than rebooting the whole PC.
