It depends on what the rest of your system is! If you would like some help, go ahead and post what the rest of you system specs are. If you would like to get an idea for yourself you can head on over to http://pcpartpicker.com/parts/partlist/ and put in your parts. It will then suggest a rating for a power supply. There are multiple guides on the internet on the best power supplies for different wattage ratings. Good luck with your R9 280X!

With any Intel CPU or AMD up to FX-8370, you'll need 600 watts from a high quality power supply that has a minimum of one 6-pin and one 6+2-pin PCIe cables. If you will overclock CPU / GPU you will want a bit more, 650+ watts.

This is the best deal right now and plenty of power-

This recommendation completely depends on the rest of his system. The GPU alone should only draw at maximum 250 Watts (add a bit for overclocking) so it is impossible to make a recommendation with his given information alone.

You are right on the required power connectors, however, he will need at least one 6-pin and one 6+2 pin PCIe cables out of the Power Supply, since these are the connectors that the R9 280X uses.

Edit: After reading your link, I agree that he should be looking for an at least 600 Watt power supply. He should also read through the PSU thread you linked as well, to find a high quality part.
