Do i need to change the thermal paste when i'm switching between a new cooler?

So i just bought a new cooler since the old one broke. Do i need to re-apply thermal paste?
How do i get the old paste off? And do you think My Arctic MX-4 will do the job?

Yes, you should replace the paste when you remove/replace the cooler.
I use Isoproyl alcohol (91% for 3 bucks at walgreens) and coffee filters (they dont leave lint behind) to wipe it off.
MX-4 is a great paste, I usually recommend that paste. It will do well.

You will need to clean the CPU off, isopropyl alcohol is the best thing to use, anything over 70% should be fine, the closer to 100% the better, and a microfibre cloth, the Arctic MX-4 will be fine.
