I was just wonder how much performance is upgraded with a higher clock because I've seen with 3.1 GHz to a 3.5 GHz increase in clocking speed the price is significantly increased why is this and what does a higher clock even do?

Higher clock means the processor can compute at a higher rate. 3.1 to 3.5 is 13%, how much of this translates to actual performance or have an actual effect can be difficult to say. There are many different possible reasons for an increase in price, so it really depends on what you are looking at.

Take the i7-3770S 3.1GHz and i7-3770K 3.5GHz for example.

S model is to conserve power, so everything else is about the same, but the clock speed is slightly lower while using less Wattage.

K model is for enthusiasts, overclocking, and power users. All multipliers are unlocked, so it is much easier for people to push the CPU beyond what it is capable of. This feature is special, because now instead of 3.5GHz, it can go beyond 4.0GHz+

So as far as price, it's not only because a higher clock that it costs more, it is because the K series also has other special features that the S series does not. Performance is not much different from 3.1GHz to 3.5GHz, so for people that don't plan to overclock it is perfect fine. But for high end users that want the best or the fastest, the K series is desired and that's why you will find many gamers using it. The increase is price is worth it especially if the CPU can be overclocked to 4.1GHz, then it is 1GHz faster than the factory 3770S!
