Mouse Freezes - HDD Shuts Down

I have two problems with my Vista Home premium system running on desktop (HP Pavilion - 32 bit):

Recently the mouse has frozen in place while on the net, and simultaneously the hard drive shuts down.
. Ctrl/Alt/Delete does nothing. I have to do a hard shut down. System then works normally for a brief period until the freeze reoccurs.

2. Thinking this might be caused by a recent update, I attempted to turn the system
back about a week, using System Restore. Online instructions indicate that I should have the option of choosing an earlier restore point than the only one given, which is today's date. I entered a date one week earlier, but it reverted to today's date.

I've run Avast virus scan, Malwarbytes, and Windows Defender scan with negative results.

I've run the other steps suggested online for this problem, but no fix.

Can someone please point me in the right direction?
 
First make sure that the system is cooling OK, lockups can be caused by too much heat. Clean out the system, clean off and re-seat the heatsink using new heat grease. Failing power supply can also cause this.

If you have never re-installed Vista clean since you have the system, that would be my first step here, you will need to back up your files first and re-install your programs but that is the best and probably fastest way to fix things if it's a software issue.

I probably should have mentioned that I use my six year old Nokia as a modem, connected to PC via USB. I suspect that the problem is cause by
AT&T's SLOW data transmission of packets.

Another possibility is the phone's OS degrading after six years of moderate use. I can post results of the Event Log after a shutdown, if that would be
any help.

The PC's guts have been cleaned. The heat sink does not get hot. I left the
cover off for a while thinking about the heat issue. No difference.

Reinstalling Vista by way of my data connection, which gets blazing speeds
of 40 - 80kbps is unfeasible and would take forever. I'm ~3.5 miles to the
nearest tower with lots of forest in between.
 
A slow internet connection would not cause the system to lock up unless it happens in a web browser or something else that is using the data connection. Does the lockup happen when the phone is not connected? You may want to upgrade the data connection to something better if you can get it, a fast 4G connection is not really any more than a slow one if you think about how much the internet gets used. Getting a USB cell modem stick with a cell data capable router to run it with would also help if lock up is from the phone connection.

You would not be installing Vista over your modem, you need to use a disk or the restore partition if there is one.
