Monitor goes to sleep after post

New build except for the 5 year old PSU (Seasonic M12 Bronze 520W) and after installing some drivers in Windows it will show the bios screen when turned on, post, then the monitor will lose signal and the comp will restart itself, with this becoming an endless cycle. So in other words Windows is failing to load.
Inserting the Windows disc allows it to boot into the installation process thing and startup repair tells me there's no issue detected.

I don't mind replacing the PSU but I would rather be sure it's the problem (plus it seems a bit disappointing if it is because I started getting similar problems after only 2 years (see below)). Successfully booting with the CD says it might not be, no?

Full History of Issue:
This is a problem I've put up with for years now.

It started off as the following:
Every once in a while when I turned my comp on, fans etc. would all come on but the monitor would stay black and enter sleep mode.

The first thing I tried was of course testing the monitor with another comp. It's not the problem. Next I tried replacing the ram and replacing the primary drive with an SSD (ie full reinstall of windows). I recall this seemed to fix the problem for a while but then it came back and gradually got worse. Sometimes it would take 20 restarts to successfully get a signal to the monitor.

Out of frustration, I discovered that simply hitting my tower would get it to turn on sometimes so it's what I've been doing. From that I thought probably the PCIE slot for my graphics card had gone bad or something. Then, while stressing the system eg. in games, the comp started freezing and when I would go to reboot, I would be stuck with the no signal thing again. That made me think the contact between the CPU and cooler was inadequate (I had once before removed the cooler for cleaning and not replaced the thermal paste).

Just now, I replaced the motherboard, graphics card and CPU and STILL I'm having a similar but not identical issue. It seemed ok at first but after installing some drivers, when i try to turn it on I'll see the bios screen, then at the moment it's supposed to load windows, instead I get the no signal. The comp will then reboot itself and reattempt continuously. This is contrasts before where it was actually getting into windows (I could hear the start sound).

I'm thinking two things:
1. The PSU is faulty and my current issue is just a different way my new motherboard is dealing with the underlying problem.
2. This new issue is actually unrelated to the old one and due to a software problem.

The first one might sound more likely but here's the thing: I can insert the Windows disc and it will launch the installation for Windows again, no problem. Also, it's a fairly good PSU (Seasonic Bronze M12 520W) and starting to give out after only probably 2 years (when the issues began) doesn't seem normal. Also, I removed the cooler from my old CPU and discovered almost no thermal paste was remaining so I'm thinking I was right about that being the cause for the freezing.
