How do I know which computer part is causing my black screen?

Building my family a computer with spare parts from my previous upgrade. Not meant for gaming, just website browsing, videos, and everyday stuff. The problem right now is that all the parts have been installed, but every time I turn it on, I get a black screen. I thought it might be the GPU, my friend bought over his, still black screen. Is there any way to tell which part is not working?

The parts:
GPU: PNY VCGGT4301XPB GeForce GT 430 (Fermi) 1GB 128-Bit
Motherboard: ASRock M3A770DE AM3 AMD 770 ATX AMD
CPU: AMD Athlon II X4 640 Propus Quad-Core 3.0GHz
PSU: Corsair 550w
RAM: Crucial Ballistix Sport 4GB

Well, does the screen turn black when you power on the machine or only when it gets in to your Operating System? Does the system power on properly otherwise? Are the case fans running normally, or spinning like mad men when you have your computer on?

More information is needed, and it is possible that the only way to solve your issue is to replace parts one at a time (I would suggest borrowing a stick of RAM that you know works from somewhere else first off).
