Would there be a difference performance wise between these 2 hard drives?

I'm not sure what all these numbers mean, but I'm planning on installing my OS on the Seagate hard drive and using the WD hard drive for general use. Would there be any performance issues using the older Seagate hard drive for the OS?

And if there are any issues, would creating a partition on the WD hard drive to install the OS on improve, decrease, or make no difference in performance?

I don't really thing that there would be any noticeable performance difference as long as both drives are in a healthy condition.
You can install your OS on any of these two drives.

In case you already have the drives, it will not hurt to test them:
- You can test the WD drive with WD's DLG tool: http://products.wdc.com/support/kb.ashx?id=Gr6LvU
- You can check these out as well: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
