If you can't stretch the budget a little bit, the i5-4590 is a good alternative to the Xeon.

Do you need keyboard, mouse, OS, and monitor. Also do you need additional peripherals for streaming such as headset/mic and webcam?

    If not,

You can forgo the SSD for an unlocked CPU and Z series motherboard, but to be honest no games really going to improve save for heavy compute games like Civ5 etc. AMD does include streaming features with a built in H.264 encoder, the difference in performance between shadowplay and QuickStream is nominal at best, but the performance difference at higher resolutions makes this card a better choice than the 970 at 1440 p and up.
