Why dose my core speed in cpu-z change every few seconds?

I overclocked my g3258@4GHZ 1.25v and when i load up cpu-z the core speed changes to 3200 Mhz to 3999 Mhz every second. what is happening? motherboard is a gigabyte h81m-hd2
 
Solution
That's because your Cpu lowers it's clock speed while it doesn't need to be running on 100% max speed because the load is very low since your only on your desktop. So if a background program opens or other things, your Cpu may change its clock speed depending on how heavy the load is.
