can a 780ti run a Acer XB280HK 28" 4k Ultra High Definition G-Sync Monitor

GTX980ti runs all my games like CIV5, skyrim, and FSX at about 60fps at highest settings which is the limit of my monitor.
For competitive shooters, perhaps not, but the option is there to reduce the resolution in exchange for higher fps or more eye candy.
The higher 4k pixel density reduces the need for AA which is one of the more graphics demanding options.

I was under the impression that a single 980ti could easily run most games at 4k on ultra?

Well heres the thing. I have the 780ti and really would like to get a 4k monitor.. so im debating as to either get the 4k monitor now and then 6-8 months from now get a 980ti ( or the equivalent then) Or to get the 980ti now and monitor later. But i feel if i got the 980ti now that itd be a waste sense my 780ti can run almost every game at 144hz without a problem

I had the same dilemma, and did the 4k upgrade first.
I was not at all certain if a GTX980 would be a sufficient upgrade over a GTX780. Then, the GTX980ti was launched; problem solved.

As a 980 ti / Acer XB280HK owner, you can run all 98% of games on ultra without MSAA on at 50 - 60 FPS.

a 780 Ti would be low/medium settings with MSAA off.

Gysnc makes the game feel like it runs at higher FPS than you actually get too.
