Low budget CPU

Solution
i3 4170 is a great budget cpu to start with. You can upgrade to i5 or i7 later. The fx 6300 or fx 8320 are also good budget options but there is no upgrade path if you choose them. The i3 has very strong single core performance and will perform well in games that dont require multiple cores.

I personally would go with the i3 as if I have money in the future I could get the i7 or a stronger processor also because it uses less power and doesn't heat up that much.

Just a question is it for gaming if so what card do u plan to get ?

I would recommend the quad-core AMD Athlon 860K (it's $75 on Newegg). The AMD Athlon 860K and the $70 Intel Pentium G3258 have either the same or better gaming performance vs. the more expensive AMD FX processors. Ironically, looking at lots of benchmarks showed me that AMD's FX processors are really good at everything BUT gaming.
