2200mhz ram - pc fails boot unless set at 1600mhz

ddr3. It was set as 1600mhz as default, and there are profiles to crank it up, when I try to boot using the only profile, the boot fails. I changed the multiplier manually to 9.33 (default was 8) well i changed it to 9 and it automatically went to 9.33. It still fails, and the frequency is 1800 something. So do these higher speed rams usually need to be set up like this? And is there anything I can do to run at 2200? And, why do multipliers exist for oc'ing? why not just change the frequency itself?

cpu is the amd fx 9590

ram is Gskil ripjawsX f3-2400 -8gxm and it's 2 4gb sticks.

Motherboard is Gigabyte 990fxa-ud3
 
The AM3+ FX CPUs were only originally designed for DDR3-1866. Cetainly you can run faster RAM but then it's up to the luck of the draw if your CPU's memory controller is any good. Try raising CPU-NB Voltage to ~1.3v or so. I've seen some of these pigs need 1.45v or more... Also DRAM voltage don't be shy try 1.65v and if it doesn't work try 1.7v.

I'll try that later and say how well it works. I think my board must have had an update or something, I tried oc'ing my the cpu a while back and there were no oc settings at all, but now there are.

Instead of starting a new thread I'll just ask here, most people should know. I have a power bar (well its a square) and the end that connects to the wall has no ground. I've been running 2 pc's, a monitor and a switch off of this for a while, no problems except a spark when I plug it in. (using extension cord) Is this safe? Doesn't seem safe so I dont really want to be using it unless I know it's good.
