Can you help me build something in a budget for design and 3D modeling as well as some gaming?

Hello there, well for a while now I've been using an old laptop which has proven to be good enough for what I want, using certain paint and drawing tools such as Gimp, for example, to create manga and digital art (nope I don't think I'm really good yet). Athough the laptop is still going strong, the need for a PC dedicated to create and render images on a daily basis, makes me feel I might be asking too much from my old friend. My project (on a very strict budget $400) includes this at the moment:

1.-GIGABYTE GA-F2A78M-HD2 FM2+ AMD A78 (Bolton D3) 4 x SATA 6Gb/s USB 3.0 HDMI Micro ATX AMD Motherboard. (Hoping some help and guidance on making this run with both windows and Linux)
2.-AMD Athlon X4 860K Quad-Core 3.7GHz Socket FM2+ 95W AD860KXBJABOX Desktop Processor (BLACK EDITION)
3.-SanDisk SSD PLUS SDSSDA-120G-G25 2.5" 120GB SATA Revision 3.0 (6 Gbit/s) Internal Solid State Drive (SSD) (This one to keep OS, also most of the design software such as Gimp, SAI and Blender for modelling, as well as matlab or Octave. Thinking about some games but nothing last gen i.e. Witcher 2 at most)
4.-Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive (this one to keep works in progress as well as rendered work.)
5.-Crucial 12GB (3 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CT3KIT51264BA160B (To start with, I understand that the internal Graphics of the Mobo would use part of the RAM, I was going to leave it at 8, but knowing that I might get all these and later a gpu, I thought getting more RAM to be the best thing to do, question here, could I make one of the 4gb pieces be the only one dedicated to the internal graphics?).
6.-optical drive (just one so far)
7.-(eventually a month or so down the road if life doesn't get in the way):GIGABYTE GV-R724OC-2GI REV2.0 Radeon R7 240 2GB 128-Bit DDR3 PCI Express 3.0 HDCP Ready Video Card
8.-Generic 500 W psu.
9.-Graphics tablet (that I already have as well as the monitor, only one, hoping for two or maybe a really old one and a somewhat new flat screen)

I don't live in the US, I'm in Central America, which makes me really dread getting a bad product, exchanging a deffective part would be not only a long process, it might be really expensive, since I hope to put the pieces together here. All of this I'd get from a budget put together after quite some time and for what I can see not close to what most people go for these days, but since most of the mentioned programs seem to be working fine in my old computer, I'm just looking for better and more precise response for my graphics tablet. I do hope to Skype, youtube and Netflix, but not at the same time. No online gaming since I still long for the single campaigns from the old rpg days(Journey maybe, again at most). What I might do is have a sound only video or 8tracks tab open while drawing in another tab or window. That would be most of the daily work. Am I lost? Is this something I might just upgrade with some more RAM or a stronger gpu/cpu with time? Ladies and Gents, all help and guidance is widely appreciated.
