99% Memory Usage, No Programs Running.

I just finished building my computer about a week ago, and everything seemed as though it were running smoothly. I downloaded chrome and games from steam. My memory usage didn't really exceed 25%.

Then I noticed that as I was using my computer, the RAM usage slowly started to climb up to 50%. Then I decided to download GTA V from steam overnight. When I woke up to check on it, it said that the download was stopped, and everything was running extremely slowly. I looked into the task manager and it showed me that I was using 99% of my memory, but when I checked the programs that were open in the task manager, nothing added up to using that much memory. I'm using Windows 8.1 and I have 16 GB of memory.

Please help.

I think this is a common Win7 & 8 issue for many users after installing the OS, but the way you describe it, it seems that you have to disable the services Prefetch and Superfetch.
They help Windows determinate which apps you'll likely open in the near future and they preload those apps in the memory.

Follow the steps in this article, and if you decide it didn't solve your problem, just undo the same steps.
