Yes if temps get to high it can begin to throttle

by using hw monitor, the temps when playing is at 60-66C . when I start the game, it jumps to 1.29GHz and when i was on idle, it boost back to 2GHz ++. The problem is before i reset the computer, the speed is normal when playing but after reset, the speed drop. The bios is phoenix bios so i can't overclock it .

It is most likely that your laptop is overheating as 66 is on the high end for the cpu. What games do you play and at what settings?

That means that the laptop can't handle the heat and is throttling down to prevent damage. Have you checked for dust or the fans to see if it is faulty?

It could be that you have background processes like windows update. Did you check for those?

Then I would say it is due to dust as you have not checked for that. This is a killer for most laptop including mine as manufactures make it so hard to service them as they want to make money of you. My best suggestion is to find a local hardware store and ask them to clean it out or use a compressed can to do it. Look on youtube on how to do this.

86 is very high and approaching critical temperature. This is however normal for laptops but is not good for it
