My computer is basically at idle yet when i go into task manager im using 30% of my cpu?

I stopped all unneccessary programs but im still using 30% of my cpu? why would it use so much? what can i do to fix this?

Use Task Manager to find out what exactly is using so much CPU.

Also try CCleaner and use it's basic cleaning and also check the programs you have, you may have unwanted programs. Also check startup and remove any programs that you do not want starting up with windows.
