IO shield causing problems

A friend of mine is going crazy over this. When the IO shield of the PC is put in place, the computer will start and ask to enter a boot CD.
If he takes the IO shield out then the PC boots into windows just fine. Im also dumbfounded what can be the cause to this?
 
Solution
The IO shield might not be installed properly and might be shorting out something over there. If the motherboard exposes the same SATA port on the IO shield on internal ports and your friend used that shared port for his HDD, a IO shield short on that eSATA port would take out his HDD's SATA port.
