almost-permanent FPS drop in most games.

First off I'm just going to post my Laptop's specs
-------------------------------------------------------------------
Intel Core i7 4710HQ
16 Gb of RAM
intel HD graphics 4600

I usually get 120 FPS average on cs go (+-10). And 60 FPS on world of warships.
But one day, my fps suddenly drops to 40-ish for cs go, and 10-ish for WoW.
This has actually happened a couple of times. But after a while it goes back to the way it was.
This time I'm scared because what if it doesn't? I've updated my driver, and there was an update, but it was un-related as it didn't fix anything.

Should I un-install and re-install the Graphics driver? I'm scared because I can't afford to lose it.(it breaking..)

Or is it another way? I heard someone say it was something with "graphics tearing" and that I needed a new one...

I fixed it by doing a clean install (I was using windows 10), if you have anything other than windows 10, just do a factory reset. (Idk if you can do factory reset for windows 10), (back up your games first), or just re-download them afterwards.
