Over clocking using base frequency pls help with info

Hi i would like to know is there any current motherboard that support over clocking i3, i5, i7 locked MHz multiplier cpu using base frequency. In Croatia is i7 4790k is 491.8$ and in one store that never have any unlocked cpu i7 4790 (non k) goes for 352$.
Microcenter does not ship to Croatia, and im not really happy with idea to order from elsewhere as when i pay shipping fee *and outside of eu import fee i will come to nearly same price and in case of warranty its easyer when you dead with store in your town than other country
Example if i buy at computer universe to total price i have to add 32€
I plan to water cool my entire pc *mobo chipset, gpu, ram, cpu.
If i can oc using base frequency what i have to do to keep stability at other component affected by base frequency change?
 
Solution
You can BCLK overclock on any of the locked CPU I think, however it will not bring any high overclocks at all. Your looking at maybe 4Ghz at most on a CPU that's stock clocked at around 3.5ghz.
