980 SC ACX 2.0 Abnormally High Power Consumption

I'm facing something that may or may not be an issue. For the past few days I've been playing CoD World At War. Using PrecisionX, I've set the power target to remain at 100% while upping the temp target to 83C.

The power not only keeps crossing that 100% boundary but stretches far beyond it. The highest I've seen so far is 108.8%; the temp never reaches even 65C at the typical 99% load.

Is there a way to force the GPU to stick to its 100% power setting? I believe a 980 can provide the desired 60 FPS in World at War consuming <100% power. Right?

EDIT:
Just noticed that my total system power consumption at idle is between 180 and 190 watts (the gpu idling around 8%). Is this normal?
