don't expect that kind of performance jump in games. maybe you can get that kind of jump if you use crappy CPU with 290.
as for support R9 290 is compatible with DX12. inside DX12 there is FL 12_0 and FL 12_1. right not only nvidia 900 series have support for FL 12_1. but the way i heard about it is possible for AMD hardware to do FL 12_1 with software only. although usually dedicated hardware solution always faster than software only solution.
