12v - Getting different reading in different programs

Even a dollar-store digital multimeter is likely more reliable and accurate than on-board monitoring ICs and hardware monitoring software.

For software to get accurate readings, it needs to have the correct device parameter table for the platform monitoring chip with the correct input mapping and calibration data. If any of those is off by a significant amount, you get garbage readings.
Hi

Check in bios , uefi most have voltage and temperature displays

Or if you can open case and get to a molex connector
Red black 5.0 v
Yellow black 12 v
Both +- 5%

Voltage depends on load and should alway be within limits
PC doing nothing or playing games and working graphics card hard
