Built first pc, all fans spinning except one that came with Case

I just finished building my first ever pc, it all turned on fine , i got os installed, but i noticed all the fans are spinning (cpu , side fan etc) except for one which is at the front of the case which just slightly rotates back and forth, is this something in settings or have i wired it up wrong ? :( its a mini itx case (elite 130) .

is it plugged into the motherboard or directly to the power supply?
if the latter, it's probably dead.

if it's on a motherboard header, check the BIOS fan settings, may be set to PWM or voltage, try the other one.

i think i put the psu cable into it , so yeh should be directly to power supply, is this wrong? im quite worried because i bought all this brand new from amazon :p

not wrong, no. if it was working it'd be running at full speed all the time, whereas a fan connected to the mobo can be tuned manually or left to adjust itself depending on the load.

i would get in touch with the retailer and ask for a replacement fan.

a thought just struck me (it's just a flesh wound)...
can you check the voltage with a multimeter at the fan plug? or, if it's connected to a 4pin molex, is the power coming from the red or yellow wires?
the red wires only carry 5v, which isn't going to power a fan.
