Is there a program that I can download to monitor: incoming voltage, cpu temp....

I haven't built a desktop PC since 1991 so I guess I'm a Newbie again. At present I have a Dell with Win7 Pro SP1 and my Neighborhood is experiencing power fluctuations which my neighbors have also noticed. Our house fans (20" box fans, ceiling fans, lights) speed up/slow down. brighten/dim intermittently. It has only Once been Low enough to shut off appliances, TV's and PC's. Is there a program I can download that won't overload my CPU or processor to monitor that and fan speed, CPU temp, etc...? Win7 Pro 32X, Pentium Dual Core E5300 2.6 GHz, 2 G Ram, 160G HD, (used disk space 55%) AVG Anti-virus (Free Version) and Windows Defender,

CPUID hardware monitor will show temp and voltage and fan speeds, but those number are from the motherboard/cpu sensors. this has nothing to do with the voltage that's coming from the outlet into your power supply. to measure voltage from your outlet you will need a millimeter. if you are worried about about the power quality i would suggest buying a good quality battery backup. like the CyberPower CP1500AVRLCD it has a display that shows you whats going on, its really easy to see voltage fluctuations.
