Computer will not boot Windows 7 startup repair will not work

Hey guys! I am running a custom build with Windows 7. Recently I was moving my pc and the power cord stretched too far and slipped out of the power supply. When I hooked it back up and tried to restart my pc it would not boot up. I just keep getting a loop. I tried the startup repair (recommended) and it did not find any issues. I purchased an external hard drive and backed up everything. However I am baffled due to the fact that my hard drive still seems to be operational. I used an ubuntu DVD to boot the desktop and deleted the most recently added files, but this did not produce any notable change. I also made a Windows repair disc from my HP laptop and tried system restore. There were only 2 restore points neither of which worked. I am out of ideas and would really appreciate some help! I am sure your hard drive is fine. Most of the data there should be good. What I do believe is Windows boot loader is corrupted. There is some tutorial on the internet to repair it, however I strongly suggest you to scavenge as much data as possible from your hard drive by putting it on another computer with the help of your external enclosure, and format it. It will take you the same amount of time.

A good format is usually the best you can do. Just install windows again after. A fresh install will also be good if you haven't done it for a while.

Something similar happened to me when I brought my external HDD full of movie at work. I had to use apple TV and I was using a windows NTSF partition system. My files were fine until the boot loader was modified, thanks to apple junk, I lost all my movies and finished by formating the drive after numerous unsuccessful and infinite time consuming attempts to repair the drive. I knew the drive was fine and I was right. Work like a charm since then.
