External hard drive cannot be accessed ever since laptop format.

*Tried it with my tv and it worked just fine.
*Location: Bus Number 0, Target Id 0, LUN 0
*Device status: The device is working properly
*Disk Management: Unknown, Not initialized (I've tried initializing it, all I get is error)
*Shows as Local Disk E, but cannot be accessed.
*Happened only after format of laptop.
*Can be ejected.
*Seagate 2TB.

I listed all the details and stuff I think that might be relevant. Anyway, I can't access it. I need help. I have lots of files there.
 
What is your current OS and what was your previous one? What does the error message say?
It would be nice if you just try the HDD on another system and see whether the HDD will be accessible. In case it is, you need to back up the data stored on it.
Testing the drive, as JPNpower suggested, is a good idea.

I guess it will not hurt to boot up Ubuntu and see whether the HDD will be recognized properly: http://www.tomshardware.co.uk/forum/267999-32-recover-data-mode
